there's a HUGE difference between photoshop and painter. IMO, they work best when used together, but you don't have to. painter is very much so an illustration program. it has dozens and dozens and DOZENS of different brushes that emulate traditional media. i think it's easier to use painter for the bulk of the coloring... to me, it takes less customization of brushes (which, of course, takes a certain level of proficiency to do in photoshop), so it's a bit simpler.
i use photoshop for line work and sketches, though, because it lags less than painter on large files (unless you have a computer with like a quad processor or something), and i like the way the brushes look for line work. i do hair in PS, too, and small details, because the brushes are a bit more precise to me.
it's really all about preference.
one thing photoshop totally kicks painter's ass on, though, that painter sucks at... is the technical stuff. levels, exposure, color balance, cloning tools, shape tools, and selection tools... it also organizes layers in a more versatile way. you can put a group within a group within a group, which you can't really do in painter so much. the blending modes and filters are also better.
anyway... this is all just imo. there's some amazing work done in nothing but photoshop, but i prefer to use the two together. ^__^

um, i have some tutorial on here of how i paint, though my technique has changed over time. i have a hair tutorial, too...
as far as general tips go... utilize layers and blending modes and the capabilities of the program as well as your own talent. and play with different brushes. i use several brushes to do hair, and several layers. ^__^
um... i dunno what else to say. if you have any specific questions, feel free to ask.
